All matter is made up of atoms. Normally, each atom has the same number of electrons and protons.The positive charge of the protons and the negative charge of the electrons cancel each other out. But if this balance is upset, the object becomes electrically charged. For example, if a balloon is rubbed with cloth, electrons pass from  the cloth to the balloon. The balloon becomes negatively charged, and the cloth having lost electrons, becomes positively charged. Unlike charges always attract each other,  so the cloth clings to the balloon.
