An insulator is a material that will not conduct electricity. Good insulators are diamond, glass, paper, plastic, rubber and many gases. That is why the wires inside an  electrical cable are enclosed in a rubber or plastic sheath. The plug on the end of the wire is also made of rubber or plastic. The insulating material protects us from getting  a shock when we touch the cable or the plug because it does not conduct electricity easily.
